The victim’s father discovered Ketan and his friend, Diwakar Dimri, brutally beaten after receiving a threatening call from the girl’s father, Yashbir Singh Panwar, who claimed he had killed the boys and would dump their bodies. Ketan Lal, a resident of Deval village in the Pratapnagar block of Tehri Garhwal, had been friends with a girl from the neighbouring village of Kholgarh. Because of the stark caste differences, the relationship was heavily opposed by the girl’s family. According to Senior Superintendent of Police (SSP) Shweta Chaubey, the girl’s father had previously met Ketan’s father to warn him and demand that his son cut off all contact with his daughter.
On Sunday night, June 7, Ketan received a phone call from the girl asking him to meet her at her house in Kholgarh. Unaware that the invitation was an ambush orchestrated by her family, Ketan asked his close friend, Diwakar Dimri, to accompany him for safety.
The moment the two teenagers arrived at the residence, they were cornered by the girl’s family members. They were pushed into a secluded room, locked inside, and subjected to a night of relentless violence.
The Extent of the Brutality
The physical violence described by Ketan’s father, Dhanpal Lal, points to extreme and deliberate cruelty. When Dhanpal replied that his son was missing from his room, Yashbir allegedly stated that he had beaten the boys, killed them, and intended to throw their bodies into a nearby rivulet. Terrified, Dhanpal immediately alerted Diwakar’s family and rushed to Kholgarh village.
He discovered both teenagers collapsed on the floor, critically injured and covered in blood. While being rushed to a nearby hospital, a semi-conscious Ketan managed to briefly recount the details of the ambush to his father. Tragically, due to severe internal bleeding and shock, Ketan succumbed to his injuries before he could receive advanced medical treatment. Diwakar remains under medical care at the district hospital for his trauma and head wounds.
Public Outrage and Political Intervention
Ketan’s death sparked immediate protests across the district. Grieving villagers, local public representatives, and Dalit rights activists gathered outside the district hospital, initially refusing to claim Ketan’s body for his final rites until justice was guaranteed.
Dinesh Shah, the former head of Ketan’s village, publicly questioned the vigilante violence, stating that if the boys were perceived to be at fault, the family should have approached the police or the village elders instead of taking the law into their own hands.
The standoff lasted until Wednesday, June 10, following high-level interventions from state officials and the State SC Commission Chairman. After receiving firm assurances of a strict, fast-tracked prosecution and state-backed financial compensation, the family accepted the body, and Ketan’s final rites were performed under heavy police presence.
Legal Action and Current Status
Following the tragic demise of the teenager, the local administration and law enforcement agencies took immediate measures to initiate a comprehensive legal probe. The police formally registered a First Information Report (FIR) under the Bharatiya Nyaya Sanhita (BNS), invoking Sections 103(1) for murder and 3(5) for acts committed with a common intention. Additionally, to address the caste-based hostility driving the assault, strict charges were levied under Section 3(2)(v) of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.
