The Uttarakhand Special Task Force (STF) has arrested 29-year-old Vikrant Kashyap from Prem Nagar in Dehradun on charges of collaborating with Pakistan-based handlers linked to terror networks. The arrest was carried out as part of a targeted operation reportedly conducted around April 9–10.
According to officials, Kashyap was in contact with an operative identified as Shehzad Bhatti, believed to be associated with ISI-linked networks. Investigators allege that he shared sensitive photographs and location details of key government and defence installations, including the Police Headquarters, ISBT, and other strategic sites in Dehradun.
Digital Espionage and Recovery of Arms
Authorities revealed that Kashyap coordinated his activities through Instagram and WhatsApp, maintaining regular communication with foreign handlers. During a raid at his residence, officials recovered a .32-bore pistol, seven live cartridges, and spray paint.
Preliminary investigations indicate that he was instructed not only to conduct reconnaissance but also to carry out disruptive activities. These included spray-painting slogans linked to Tehreek-e-Taliban Hindustan (TTH) and recording videos of such acts to circulate online. He was also allegedly directed to plant explosive devices at key locations.
Officials further stated that Kashyap was being groomed as part of a potential “lone-wolf” module. He was reportedly promised assistance in escaping via Nepal, with plans to eventually relocate to Dubai after carrying out assigned tasks.
The Radicalisation of Personal Grief
During interrogation, a peculiar motive emerged: Kashyap claimed his descent into extremist coordination was driven by a desire for “revenge” following the killing of Punjabi singer Sidhu Moosewala. Identifying as a fan of the late artist, he cited this personal grievance as the catalyst for establishing contact with Shehzad Bhatti.
This revelation underscores how international operatives often exploit local emotional triggers and popular culture to recruit and radicalise individuals. The police are currently tracing his digital footprint to see if other local youth were being targeted through similar emotional manipulation.
