In Mirzapur, IAS officer Divya Mittal oversaw the successful delivery of piped drinking water to Lahuria Dah, a village that had struggled with severe water scarcity for decades. The supply became operational in late August 2023 under the Jal Jeevan Mission, marking the first time many households received tap water.
However, within days of the project’s inauguration, Mittal was transferred following complaints from local political representatives over alleged protocol violations during a related ceremony. While officials emphasised adherence to administrative norms, the timing of the transfer prompted public discussion, with villagers expressing concern over the sudden change in leadership.
Transforming Lahuria Dah
Located in a hilly and water-scarce region of Mirzapur, Lahuria Dah had long depended on tanker supply, seasonal sources and distant water points, often requiring residents to travel significant distances daily. The intervention led by Mittal involved reviving and executing a long-pending plan to bring piped water to the village through new infrastructure, including pipelines and pumping systems suited to the terrain.
By the end of August 2023, water began reaching households directly, easing a long-standing burden on residents. The development significantly improved access to safe drinking water and reduced the time and effort spent on collection, particularly for women and children.
Transfer After Inauguration Raises Questions
Shortly after the water supply project became operational, Mittal was transferred on September 1, 2023. Reports indicate that complaints were raised by local elected representatives alleging that due protocol was not followed during a “jal pujan” or inauguration-related event, including concerns about their exclusion. Following these complaints, the transfer order was issued as part of routine administrative processes.
While transfers are a standard feature of bureaucratic service, the timing closely following the completion of a major public welfare initiative, drew attention. Residents reportedly voiced disappointment, associating the project’s success with Mittal’s leadership and expressing concern about continuity.
