At least four labourers were killed and over a dozen injured after a portion of a 25-year-old cold storage facility collapsed in the Phaphamau area of Prayagraj, Uttar Pradesh, on Monday afternoon. The incident, reportedly triggered by a possible ammonia gas tank explosion, led to a hazardous chemical leak that initially hampered rescue efforts.
Emergency teams from the NDRF, SDRF, and local fire brigade successfully rescued 16 people from the debris using heavy machinery. Most victims were migrant workers from Saharsa, Bihar, who were resting or working during the peak potato storage season. Both Prime Minister Narendra Modi and Chief Minister Yogi Adityanath have announced an ex-gratia of ₹2 lakh for the families of the deceased and ₹50,000 for the injured.
Negligence Under Scrutiny Following Structural Failure
The collapse occurred at a facility reportedly owned by former Samajwadi Party MLA Ansar Ahmed. Officials confirmed that the structure suddenly caved in around 1:30 PM, trapping workers under layers of concrete and thousands of potato sacks.
District Magistrate Manish Kumar Verma stated, “Our priority is rescue first; the cause of the mishap will be investigated by a team headed by the ADM (Finance).” Prayagraj Police Commissioner Jogendra Kumar raised serious concerns regarding the building’s safety, questioning how a license was granted to a “dilapidated, ruin-like structure.” He added, “Police will take strict action against those whose negligence led to this incident.”
The facility manager and several staff members have been detained for questioning as authorities probe whether the site was operating beyond its storage capacity.
Toxic Gas Leak Complicates Emergency Response
Panic was reported in areas around Chandapur village after a strong smell of ammonia spread following the collapse. Fire officials noted a significant gas leak at the site, requiring continuous water spraying to reduce the toxic fumes.
The presence of ammonia made rescue efforts more challenging, with some responders experiencing breathing discomfort. The incident also led to traffic congestion on the Prayagraj–Lucknow highway, prompting diversions. The tragedy has once again drawn attention to safety concerns in industrial facilities and the vulnerable conditions faced by daily wage labourers.

This heart-wrenching incident in Prayagraj is not just a “mishap”; it is a stark reminder of the systemic disregard for human life and labour safety. When profit margins are prioritised over structural integrity, it is always the most vulnerable our migrant workforce who pay the ultimate price.
While financial compensation is a necessary immediate step, it cannot replace the lives of young men like Jyovish and Masinder, who travelled from Bihar in search of an honest living only to be buried under negligence. We urge the authorities to ensure this investigation isn’t buried in red tape and that accountability reaches the very top.
We must move toward a culture of proactive safety audits and empathy-driven governance where “dilapidated” structures are never allowed to become death traps.
