74% of Indian Student Visas Rejected as Canada Tightens Immigration Rules

Recent policy tightening by Canada has led to a record-high 74% rejection rate for Indian student visas.

Canada’s tightening of international student rules has drastically affected Indian applicants, with the rejection rate for Indian student visa applications soaring to 74% in August 2025, up from 32% in August 2023.

This sharp increase has alarmed students, education agents, and policymakers, highlighting the profound impact of Canada’s stricter immigration policies on one of its largest international student populations.

Rising Rejection Rates and Student Impact

Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has implemented tougher scrutiny and reduced the number of study permits issued for the second consecutive year, seeking to curb temporary migration and address fraud. Indian applicants, who historically formed the largest group of international students in Canada, have been disproportionately affected.

The number of Indian applications plummeted from 20,900 in August 2023 to just 4,515 in August 2025. Toronto-based immigration consultant Michael Pietrocarlo explained that financial documents alone no longer suffice; applicants must now provide detailed evidence of fund origins.

Policy Changes Fueling the Shift

The policy changes include a newly introduced cap on study permits set at 437,000 for 2025, representing a 10% reduction from 2024, and the requirement for a Provincial Attestation Letter (PAL) or Territorial Attestation Letter (TAL) to confirm compliance with provincial study caps.

Graduate students, previously exempt, are now included under these caps, particularly impacting regions like Ontario and Quebec. Additionally, Designated Learning Institutions (DLIs) face stricter verification responsibilities to ensure student enrolments’ authenticity, with failure potentially leading to suspension from admitting international students.

These measures aim to reduce overcrowding, housing stress, and fraudulent admissions but also complicate the path for genuine students seeking education in Canada.​

Diplomatic Strains and Educational Consequences

The visa crackdown follows heightened diplomatic tensions between Canada and India, following accusations by former Canadian Prime Minister Justin Trudeau regarding Indian government involvement in the killing of a Sikh separatist leader in Canada, a claim vehemently denied by New Delhi. This strained relationship may have indirectly contributed to stricter enforcement of immigration rules.

As a result, several Canadian universities report significant declines in Indian student enrolments, forcing many hopefuls to consider alternate destinations such as the UK or Australia. Experts underscore that while Canada prioritises maintaining immigration system integrity, it must balance this with the longstanding academic contributions and aspirations of Indian students.

Many Indian students are increasingly reconsidering Canada as their study destination due to the rising visa rejection rates, higher financial burdens, and uncertainties around permanent residency. Popular alternatives gaining attention include Germany, the UK, Australia, and emerging European countries like Ireland and Finland, where visa processes are perceived as more straightforward and living costs comparatively lower.
