Uttar Pradesh election authorities have initiated legal and departmental action against two electoral registration officers and dismissed a computer assistant after an inquiry uncovered irregularities in 10,470 voter entries in Pilibhit Sadar Assembly constituency. The investigation found that 10,470 applications seeking corrections to voter details had been approved despite the absence of corresponding application forms or supporting records. The action followed complaints by the Congress and Samajwadi Party (SP) alleging discrepancies in electoral rolls. Officials have ordered corrections to affected entries and further scrutiny of voter additions and deletions ahead of the 2027 Uttar Pradesh Assembly elections.

Inquiry Uncovers Thousands Of Unverified Corrections

According to a statement issued by Uttar Pradesh Chief Electoral Officer (CEO) Navdeep Rinwa’s office, a detailed inquiry found that a computer assistant at Pilibhit’s Voter Registration Centre entered 13,779 Form 8 applications between May 31 and August 29, 2026. These applications sought corrections to existing voter details. Of the total applications entered, 10,470 were approved and 3,309 rejected. However, investigators found that the office did not have the physical application forms or supporting records for the entries under scrutiny. The inquiry identified irregularities in all 10,470 approved applications.

The authorities have ordered legal proceedings against the officials under Section 32 of the Representation of the People Act, 1950, and relevant provisions of the Bharatiya Nyaya Sanhita (BNS). Departmental proceedings have also been initiated against the two electoral registration officers, while the role of assistant electoral registration officers is being examined.

Pilibhit District Magistrate Alok Kumar confirmed that the computer assistant, identified as Anil Kumar, had been dismissed. The two officers, Mayank Goswami and Hemant Chaudhary, who served as Sub-Divisional Magistrates and electoral registration officers during the period under investigation, were removed from their posts and attached to the district headquarters. An FIR has been registered against all three, according to officials.

Opposition Complaints Trigger Investigation

The controversy came to light after voters discovered that searching their Electors Photo Identity Card (EPIC) numbers online displayed details belonging to other individuals. The discrepancies prompted complaints from opposition parties, raising concerns about the accuracy of electoral rolls following Uttar Pradesh’s Special Intensive Revision (SIR) exercise, which concluded with the publication of the final electoral roll on April 10, 2026.

The Samajwadi Party raised the issue in a memorandum submitted to the CEO on October 19. The Congress subsequently alleged that thousands of voter records in Pilibhit Sadar had been altered despite their EPIC and serial numbers remaining unchanged. Congress leaders also claimed that many affected voters belonged to the Muslim community, an allegation that has heightened concerns about possible disenfranchisement. These claims require independent verification and should not be treated as established findings of the official inquiry.

The Election Commission’s response includes a wider examination of electoral records. Officials have directed scrutiny of Form 6 applications, used to enrol new voters, and Form 7 applications, used to request deletions, entered by the computer assistant between April 10 and October 21. Authorities have also ordered a review of electoral rolls across Pilibhit district, with similar checks directed in constituencies across Uttar Pradesh. The correction of irregular entries is underway.

The Logical Indian’s Perspective

A reliable electoral roll is fundamental to a fair and inclusive democracy. Every eligible citizen must be able to exercise their right to vote without fear that administrative errors, unauthorised changes or failures in verification will prevent them from participating in an election.

The action taken in Pilibhit is an important step towards accountability, but disciplinary measures alone cannot restore public confidence. Authorities must ensure that every affected voter can verify their details, have incorrect entries corrected promptly and receive clear information about the process. The investigation should establish how the irregularities occurred, identify responsibility through a fair process and determine whether similar problems exist elsewhere.

Political parties, meanwhile, have a constructive role to play by documenting discrepancies and raising concerns through verifiable evidence rather than allowing allegations to deepen divisions. Protecting electoral integrity must remain a shared responsibility, irrespective of political affiliation or community.
